policing historically has been closely associated with the presence or
absence of African American political power. Even today, African
Americans, as well as Hispanics and other peoples of color, have served in
significant numbers as members and chief executives of law enforcement
agencies only in cities where the appointing authorities were themselves
of color, or where significant and even overwhelming minority political
power-bases exist. "All knowledge without action is stillborn; To put ideals into practice without fear May make you, for a moment, a thing of scorn - God soon will strike your hour - persevere!" This is precisely what must be accomplished - the
perseverance of both the minority community and law enforcement officers
of color. From one must come the pool of talent which must inevitably feed
the insatiable appetite of the law enforcement profession for qualified
members who will serve the needs of it's diverse constituency. From the
other, must come the personal strength and willingness to excel and
succeed in their chosen profession, providing both role models and mentors
for those who would follow in their footsteps.
