Our History

The Rhode Island Minority Police Association was founded in 1980 by seven minority law enforcement officers from various agencies around the State who joined in an effort to promote fraternalism and solidarity among the members of the minority law enforcement community. Their goal was to provide a focal point for members of the minority communities throughout the State of Rhode Island to bring their questions, concerns and complaints regarding issues of police activity, the justice system in general, and minority law enforcement officers, specifically.

To Arthur K. Sweeney, Major Cornell Young Sr., Bernard J. Johnson, Herbert Tilson, Richard G. Snead, Milton Young, James Ray, and Joe Almeida: we owe our beginnings and current status as a pivotal force in the Rhode Island Law Enforcement Community. As mentors, you have provided us with strong advise and counsel; as friends, you have constantly been there when you were needed. For these things, and many more, we thank you.

Today, our organization is still dedicated to the task of improving the individual proficiency of its' members in the performance of their activities among law enforcement officers; encouraging legislative, social, charitable and educational activities and change for and amongst minority law enforcement; and to increase the efficiency of the law enforcement profession and thus more firmly establish the confidence of the public in the service.

While, certainly, the bulk of our membership heralds from the largest agency in the state, the Providence Police Department, our membership has come from as diverse agencies as the Newport Police Department, the Adult Correctional Institute, and the Rhode Island College Campus Police.

During the 1996 RIMPA Ball and Awards Dinner, Asst. U.S. Atty. Richard Rose made an outstanding, dynamic and truly awe-inspiring presentation regarding the "History of Minority Law Enforcement in Rhode Island". It provides a compilation of the genesis of the minority law enforcement community in Rhode Island, from its beginnings in 1947 with the appointment of Alfred S. Lima, Sr. as the first African American to serve in a sworn position in any police department in this state, to the promotion of the first African American female to the rank of Sergeant in the Providence Police Department.
